Dubai: Sama Dubai, a Government-owned property company, is in discussions about transferring some of the development responsibilities of one of its signature projects to Emaar Properties, according to three sources familiar with the talks.

Analysts say this is an indication of a combination of increasingly difficult market conditions that make it difficult for smaller developers to complete projects, and ongoing corruption investigations that have resulted in several property companies losing their top executives.
